From March 2021 – What changes will there be to the training in S1 facilities?

The new GenTSV permits instruction using electronic communication means in S1 facilities if success monitoring is carried out.

It is known that training for employees in genetic engineering facilities must generally be conducted before the start of work and then once a year. According to the old GenTSV, this training must be provided verbally and workplace-specifically. This continues to apply. However, the new GenTSV (2019), which comes into force on March 1, 2021, additionally provides for a different form of training for S1 facilities. In the future, this training can also be conducted using electronic means of communication (Section 17 (4) GenTSV (2019)). This training must be followed by a performance review. In any case, it is important to ensure that the training is relevant to the workplace. If the training format is changed, it is important to consider how the individual workplaces, their respective hazards, and the associated safety measures can be presented. This can be done, for example, with images or short film sequences. Furthermore, a performance review must be ensured. Here, too, the format of this training must be examined. My recommendation is to conduct it verbally if possible in order to clarify any outstanding questions. It is therefore clear that the option of an alternative form of instruction in S1 facilities can potentially provide relief, but initially it will definitely require additional effort in creating the format. This format may not be recommended for every genetic engineering facility or its project managers. As a quick reminder: It is still the case that safety instruction must be based on the operating instructions, which therefore include both existing risks and the associated safety measures. Women must also be informed of potential dangers during pregnancy or breastfeeding. The documentation requirements regarding the content and timing of the instruction, as well as the signature of the person receiving the instruction, still apply.
