Section 14, Paragraph 1, No. 2a of the GenTSV regulates the question of when work may actually begin after a notification, application, or approval has been submitted. This is not entirely unimportant if one's own work is to be carried out legally. It states:
The project manager is responsible for ensuring that “genetic engineering work is not started until the deadline pursuant to Section 8 Paragraph 2 in conjunction with Section 12 Paragraph 5, Section 9 Paragraph 2 in conjunction with Section 12 Paragraph 5 of the Genetic Engineering Act has expired or the consent pursuant to Section 12 Paragraph 5 of the Genetic Engineering Act or the authorization pursuant to Section 8 Paragraph 1 Sentence 2, Paragraph 2 Sentence 2 or Paragraph 3 or 4, Section 9 Paragraph 2 Sentence 2 or Paragraph 3 or 4 of the Genetic Engineering Act is enforceable.”

Enforceability exists if the one-month period for an appeal has expired without an appeal being lodged, or if the approval has been declared immediately enforceable upon application.
